  1897年6月18日に京都帝国大学設置に関する勅令（明治30年勅令第209号）が制定され、「京都帝国大学」が発足する。続いて1899年京都帝国大学法科大学および京都帝国大学医科大学、1906年京都帝国大学文科大学を設置し、約10年をかけて分科大学を設置した。建物を大学が利用するという案が採用され、翌年、予算処置が可決される。
